Greenwood County Weighs $100M Solar Farm Near Ninety Six

GREENWOOD, S.C. — Residents near Ninety Six get two chances this month to weigh in on a $100 million solar farm planned for farmland east of town, starting with a developer-run open house on Nov. 12 and ending with a final Greenwood County Council vote on Nov. 17.

The project, called Fieldstone SC Solar, carried the code name Project Apollo until its owner was made public. Grenergy USA is the developer. Council members gave unanimous second-reading approval this week to Ordinance 2026-32, a fee-in-lieu-of-tax deal that sets what the company would pay the county instead of regular property taxes.

Plans call for a facility of roughly 74 megawatts on about 460 acres of an 867-acre tract near Highway 96 and Eddy Road. Work would start in spring 2028 if every approval comes through, with about 250 construction jobs and power flowing by December 2029.

Under the 30-year agreement the company would pay the county $140,437.50 a year, or about $4.2 million over the life of the deal. County staff also wrote in six extra conditions beyond the existing solar zoning rules, covering setbacks, visual screening, noise, road repairs, environmental compliance and construction hours.

The buyer for the power is already on file with state regulators. Duke Energy Carolinas filed a power purchase agreement with Fieldstone SC Solar at the South Carolina Public Service Commission on June 25, 2026, and a hearing officer agreed on July 8 to keep the pricing terms confidential.

Grenergy will host its community meeting from 6:30 to 8:30 p.m. Nov. 12 at the Browning Gym in Ninety Six, where residents can review project details and ask questions. The company, not the county, is running that session.

The public hearing and third reading follow at the Nov. 17 council meeting. That session starts at 5:30 p.m. inside the American Veteran’s Auditorium of the county library, and Ninety Six sits about 10 miles southwest of Greenwood.
