Vape Shop Zoning Up for Final Vote at Greenwood City Council

GREENWOOD, S.C. — Proposed limits on where tobacco and vape shops and liquor stores can open in Greenwood’s commercial districts return to City Council on Monday for a public hearing and second reading.

The 5:30 p.m. meeting will not be in the usual chambers. Council is gathering in the Cultural Center Auditorium, CC200, on the Lander University campus at 320 Stanley Ave., instead of Room 207, the second-floor council chambers at City Hall, 520 Monument St., where it normally meets on the third Monday of each month.

The zoning measure, Ordinance 26-016, rewrites definitions and the district use matrix in the city’s zoning code. It also changes which uses are allowed outright and which are allowed only under conditions in the General Commercial and Core Commercial districts, as those lists apply to vape and tobacco sellers and liquor establishments. Council gave it first reading in September.

Two other ordinances share the hearing. For the Carolina Avenue Extension Project, Ordinance 26-015 would let the city buy right-of-way from South Main Street Baptist Church, along with a temporary easement for the construction work, and would allow the city manager to sign the sale agreement and closing papers. Ordinance 26-017 adjusts the city’s 2026 budgets for the general, accommodations and hospitality funds.

Residents who wanted to comment in writing on any of the three hearing items had until noon Monday to email City Clerk Tiffany L. Albert. Written comments can be read aloud during the hearing and are filed with the minutes.

New business opens with the first reading of Ordinance 26-018, which would repeal and replace Article V of the city code to set rules and a process for speed humps that residents ask for. Speed humps have been on the agenda before: council took up a request for them in the Milford Pines subdivision at its September meeting.

Council will also consider a resolution approving Christmas gifts for the city’s employees, whether to give James Jones another term on the City/County Planning Commission and approval of the 2027 meeting calendar. Ann Huyler of the South Carolina Forestry Commission is set to be recognized, and Mayor Brandon A. Smith will open the session.

Greenwood operates under a council-manager form of government, with Julie Wilkie as city manager. Council meetings are streamed live on the city’s Facebook page, and council work sessions take place on the first Monday of the month.
